Manufacturers there are having a worse year than in 1028, and are discussing methods of arresting the decline in exports. Some, advocate a campaign to fight the wave of protection on the Continent. Another suggestion is the establishment of a system of preference with countries sending raw wool and huvin’j fabrics.' J b
