COMPULSORY ARBITRATION “SYSTEM AN UTTER FAILURE” MADE CHAOS IN AUSTRALIA By Telegraph-Press Assn.—Copyright. Australian Press Association. Brisbane, Oct. 10. The compulsory arbitration system was an utter failure, resulting in chaotic conditions, said the Hon. William Brooks, M.L.C., in his presidential address at the inter-State conference of Employers’ Federations to-day. It created artificial prosperity and increased the tariff to keep pace with the inflated cost of production. Output generallv had decreased, while the cost of production had increased. It had also fostered a trade union autocracy, which placed itself above law. The only remedy was a reversion to “the good old principle of conciliation.”
