The Tariff Reform Commission report shows that, comparing the German trade union membership of 1,430,000 with the British union membership of 039,000, the percentage of German unemployment was 23.3, the average for the whole year was 11.2, while tlie British percentages were 01-10 and 41.5 respectively. The indoor paupers in England and Wales in January were 800 more than in 1807, and 40,000 beyond the average of tho decade. Outdoor paupers " were UOOO nioro than those in January, and 28,000 more than the average for the decade.
