THE TIMES' CRITICISM. London, March 23. Commenting on the proposed visit of the United States' fleet to Japan, the Times says: "The growth of the United States and the growth of Japan are amongst the most wonderful and momentous phenomena of the history of the world. "The Japanese have never forgotten that it was to contact with America that they owed the impulse which led to Japan's marvellous transformation.

"America is proud of the part President Roosevelt played in terminating the Russo-Japanese War, and Japan ia grateful for that action. '•The wisdom of the statesmen on loth sides lias dispelled the recent eloud. The American fleet will be the honored guest ■(of both Australia and Japan; for the Commonwealth, views the action of our allies as demonstrating their friendsliip for a nation to whom, in a civilisation of a type tD which both belong, the Commonwealth owes many of its most valued features and most conspicuous triumphs." THE AUSTRALIAN VISIT. Melbourne, March 24. The Government lifts received the official Acceptance of the invitation to the American fleet to visit Australia.
