A Berlin telegram indicates that an embarrassing situation has arisen at Brest Litovsk. The second Ukrainian delegation has arrived and denies that tie previous delegation was entitled to negotiate on behalf of the Ukraine Republic, whose real Government has been established at Kharkoff, and professes Maximalist principles. The second delegation comes from Khavkoir, and supports Trotzky.
