A Russian wireless message says a Congress of Cossac-ks from^Elie front was inaugurated at Kamensky on January 23rd. Twenty-three regiments and five, batteries were represented, and also all the participants in the Voronez conference of labouring Cossackdom.

Kaledin ordered tte dispersal of the Congress and the arrest of the organisers.

The Congress unanimously adopted a resolution declaring war against Kaledin, and relegating to itself all authority on the Don. It sent detachment* for the purpose of capturing Likhara and Zverere, and arrested eighteen superior officers. The Cossacks are fired with enthusiasm. Tkey are striving to end Kaledin with the assistance of the army of the Workmen's and Peasants' Council and the Government, with the object of destroying the bourgeoisie of Russia on the Don, leading to the victory of tie great revolution.
