AN AMERICAN BELIEF

(Received June 13, 3.30 p.m.) Washington, June 12. Diplomatic circles believe' that the

collapse of the Russians' Galician offensive was directly duo to the recent Chino-Japanese crisis, whereby Japan was obliged to cease the despatch of arms.and ammunition to Russia.... It is understood that Japan is now releasing supplies, again. ;
