TRIBUTE TO THE RUSSIAN TROOPS.

General AVitte, Inspector-General of the Belgian cavalry, has returned from Russia. He declares that the Russians are the most valiant and the best disci;,i3infld troops in the field. Tie was informed of Kus?ia\s intention to abandon Prr.oinysl i:i the midd'o of May, and he says that tho retirement was effected in order that the Russians may advance more decisively.
