RICHMOND BOROUCH COUNCIL.

The monthly meeting o£- the Rich-mond-Borough Council was held .on Tuesday, the 12th instant. - Present—' The Mayor (Mr A. Sheat), in the chair, Or s Coleman, . Bell, Hunt, Wilkes, Holland, and Hart. -.'■.. Accounts were submitted and. duly passed for. payment as follows :—:Goneral Account, £32 15s lid ; Water Supply Account, £58 16s 6d. . *■■■ . The Town Clerk submitted the supplementary burgees roll revised up to date. Two itames were added, on the motion of CrWilkes, seconded: by Cr Hunt, after which the roll was certified as correct. . ■•-.> ; •'■■•■ . Correspondence was received as follows :— l''rom. Mr. ; Thos. Mackenzie, covering the reply of the -Minister, of Railways to an application made by him on behalf of the Council for certain improvements at the Richmond railway station. - . ' ' The reply was to. the effect that the fmpr.oveme.hts asked for (namely, the erection of a. verandah rand a loading bank at the north end of the platform) could .not be regarded, as. absolutely hecessary^ and that in view of the many, .urgent aud important . vprks awaiting-f unds, the Minister regretted that he could not see his way to authoriso the. expenditure. ' It was resolved, ou the motion of Cr Bell, seconded by Cr Coleman, that re; n<jwed application -.be' made for the loadmg bank, and that it. be . reprer Jsented.to the Minister of. .'Railways that th&.Counoil. regards this- work as urgently .uecessary,in order that there may be proper facilities for .the .reano-. val of heavy goods from the station. From Messrs Elihgdon, Glasgow,and Hayes, requesting the Council to' : exercise, the powers conferred by the Land Drainage Act. to compel. Mr . 'JJ f Lammas to remove all obstructioris from the watercouse /running through his. property.' It was reported .^that the obstructions had been removed, hence no furfchen action was taken. 'From K. S. Cook, reiporting that the Tennjs . Club had replaced the . dressing room.on its former/site.on the Recreation, Ground, requesting to b© 'informed whether the work was satisf acto;ry to the Works Committee.—To be informed that the Works Committee are satisfied.

- From" the Commissioner of Crowd Lands, notifying that the Rabbit Island had now been gazetted as a public domain', and naming as a proposed Domain Board the" Mayors of Nelson and Richmond, the President of the A. and P. Association, the Chairman of .the Waimea West Road Board,' the Chairman of the Waimea County Council, and several private . gentlemen. ' . It was resolved, on the motion of the Mayor, seconded by Cr Holland, that in the opinion of this Council the proposed Domain Board is too large; that the Mayors of Nelson and Richmond, the- President of the A. and P. Association, the Chairman of the Nelson Harbour Board, and the Chairman of the Waimea County Council, would be quite sufficient to form a Board, and that without intending the slightest disparagement of the gentlemen named, the Council fails to see why any private. individuals should form part of the Board. • The Regißtrar-General forwarded copies of the last "Municipal Handbook" for each member of the Council. . -..:,, :. ■■. :• •.-.■./ ■ •., .-The. secretary, to the Municipal, Associaiion wrote requesting the Council to forward/ as early as possible, any. remits which it may desire to have _brought before the conference of delegates which is to .meet in July next, also tobe furiiisfied with the names of the Council's delegates. — It was resolved that the matter be deferred for a month, -and that in, the meantime anything that may occur to the Town Clerk or to any Councillor, be noted for consideration. :' H; W. Davies, <jf Wellington,' wrote stating that he was preparing a report oii the lighting of Richmond, and that he would be in Richmond shortly to interview; the .... Council.— Surprife was expressed at this, as the Council had not asked for any such report nor been in communication with Mr Davies on the subject. . >: . It was pointed out by t fl ® ioreman that the, street lamps at present in use were worn out. The question. of obtaining now ones was referred to the Works Committee and the Town Clerk. ■ ; . : . Cr. Hunt reposed further inquiries re obtaining a site for a gravel reserve and consideration of the matter was deferred for the present. . „ Mr.W. Higgs represented that the entrance culvert to his property on Hill street was in a worn state, and as this is also-' the entrance to the waterworks, and is much used by the Council, he submitted that the Council should bear half the cost of a new culvert.— This was agreed to,' the culvert* to' be constructed in concrete. A bridge in Oxford street was reported to be out of repair.

Tfc was resolved that the same be ronewed with ferro-concretej. The Works Committee was requested to get tho bathing shed, which was washed away in the recent siorm, replaced on its old site. Cr Colemand gave notice to move at the next meeting that the Council go into committee to consider the question of raising a loan under the Loans to Public Bodies Act, such loan to be applied : First, to repaying to /the General Account all monies advanced therefrom .in the past to the Water Supply Account; secondly, to paying off the mortgage of £240 on. the Recreation Ground; thirdly, the balance to bo used for water extension, etc. .
