CITY COUNCIL.

FORTNIGHTLY MEETING. The ordinary fortnightly meeting of the City Council was held last night, there being present, the Mayor and Councillors Turner, Adams, Neale, McConchie, Field, Pettit, A. H. Bisley, and Urace. iUi apology was received for the absence oi Cr Lightband. The statement of balances was as follows : —

Correspondence was read and dealt with as under: — From six -property owners m urove street, east, calling attention to the. condition of -the road from Milton street to the end of Grove street east, the watertables not having been cleaned for three years. During last winter tradesmen declined to go up the road owing to its bad condition.— Referred to the. City Engineer for attention. From Mr J. Harling ottering hi per annum for a piece of land on Alaitai Bank.— Referred to the l'manco committee. ■. . . . From Mr W. Estcourt, complaining of the state of Grove street between Tasman and Milton streets.— Referred to Works Committee. From the Town Schools Committee, stating that the Education Board was I being asked to agree to the Council s conditions of permission for the erec-. tion of a miniature rifle range at tne Boys' Central School. . „ From Mr A. G. Thompson, asking ior extension of water main in North JEsk street.— Granted. From Under-Sec-retary ot luDlic Works stating that the Minister coujd not see his way to advise the Gover-nor-in-Council to issue permit to lay of a street 40 feet wide through sections *1083 and 1084 (Mr R. Allan's property), as" there was no apparent reason wiiy the street should be legalised less than 66 feet in width: This, however, need not necessitate the street being ■■formed' for a greater width than 40 feet, as shown on the Cr Neale moved that the letter be ■referred to the Works Committee, Mr Allan to be acquainted with the contents of the letter, and asked if he will agree to a street of the full width of 66 feet, only 40 feet being formed. Starr, Tipahi street asking that storm water be diverted from his property.— Referred to the City Engineer. , ' '' From Messrs Maginmty and . bon, on behalf of Messrs H. O. Livick and E J Phillips, calling attention to tno damage done to their properties during the recent storm through the incapacity of th© drain cut by the Council on the eastern Bide of Mount street. They demanded from the Council the sum of £20 to enable their clients to put the embankments of ( their properties in repair, and they also wanted some assurance that immediate steps would be taken to improve the drain.— Referred to the finance Committee. From Mr J. Satherley, Motueka street, asking that the ditch in that street bo widened.— Referred to the (Jitv ifingiueer. Vrom Mr G. R. Selby, regretting that the Finance Committee had not heard his statement before coming to a decision in regard to his disputed gas account. . . „ , h'rom Mr J. P. Hornsby, asking that footpath in Tasman street be completed.—Referred to the City Engineer for attention. From Messrs 'Whitcombe and lombs Wellington, stating that the original proofs of the Tahunanui plans showed no road leading to the Sands Reserve. The roa<l was shown in *he finished plan by an unfortunate error on the part -of their lithographer, which they regretted. They offered to send the various proofs if the Council desirTho Mayor said they could not go any further in the matter. Cr Neale said he would have expected a withdrawal by the Mayor of the suspicions cast upon the iormer owners of Tahunanui. He should accept Messrs Whitcombe and l<| mb s explanation. He would move lhat Messrs Whitcombe and Tombs' letter be acknowledged, and that they be thanked for their information; and that a letter be written -to Messrs Fell, Jackson, and .-Rout, expressing ■regret for the suspicions cast upon them, and the unpleasantness thereby occasioned." Cr Pettit seconded the motion, tie had supported every step to get at the facts, and in face of the letter from Messrs Whitcombe and Tombs the only manly course-was to express regret to the former owners of Tahunanui. Cr Turner and the Mayor opposed the motion." . ' , ; Cr McConchia said the plan should have, been stopped before it went before the public and created a wrong impression. He opposed the motion. (Jr liisley supported the motion. Messrs Whitcombe and Tombs' reply was very satisfactory to him, and they should take the gentlemanly course. Cr Field thought the first part of the resolution was all. right. A copy of Messrs Wliitcombe arid Tombs' letter should be sent to Messrs F«J, Jackson and Rout. No resolution had been passed reflecting upon these gentlemen, and^the Council as a whole was not responsible for anything said by individual members. Or Adams favoured Cr Field's suggestion. They had nothing to apologise for. Cr Field moved that Messrs Whitcombe and Tombs be thanked for their explanation, which is satisfactory to the Council, and that a copy of their letter be sent to Messrs Fell, Jackson and Rout. The amendment was seconded by Cr Adams. ' Cr Neale withdrew his resolution, and the amendment, becoming the resolution, was carried. The report of the Works Committee recommended that Mr G. Lancaster's Tequest for an approach to his property be granted, and that Mr A. C. Maginhity be permitted to construct an approach under the supervision of the City Engineer. Mrs Richardson should be thanked for har letter, and the attention of the police be called to

The clause relating to Sunday Hole was referred, back to the Committee to ascertain if arrangements can be made for the erection of a screen at the bathing place. The remainder of the report was adopted. The Finance Committee recommended that the five inch main be extended to Mrs Knapp's. As to infectious diseases, the Committee made the following recommendations: — (a) That extracts from the Public Health Act showing the penalties of £10 and £20 respectively incurred on a breach of the provisions as to the prevention of the spread of infectious disease be printed and copies sent to each case notified, (b) That the inspector be instructed to-uso the greatest vigilance in dealing with cases of infectious disease, (c) That the Hospital and Charitable Aid Board be asked whether there is sufficient accommodation at the fever annexe at the. Hospital for the treatment of cases of infectious disease. The report was adopted. The Sanitary Inspector stated that three cases of scarlet fever had been notified since last meeting. As no cases had been reported during the last eleven days it was evident that the epidemic had been stopped for the present. Several special orders were confirmed. Cr Bisley asked how soon tho asphalted portion of Hardy street would be put in order. The City Engineer stated that ho had no authority for doing anything to it. He suggested that the street should be scarified, rolled and tarred. ' Top dressing alone would not stand. ! Cr Pettit moved that the centre of the street be repaired in this manner. The motion was' seconded by Or Turner and carried. Cr Adams moved that notice be given to property owners in Tipahi street to remove fences across street between Tipahi street and Waimea road, and that the matter of erecting culverts be referred to the Works Committee. The motion was seconded by Cr Turner and carried. It was decided that the hours for garden watering by the hose be extended as follows: From 5 to 7 a.m. and 7 to 9 p.m; and that power to amend th© hours if necessary be left in the hands of the Mayor the Town Clerk and the- City Engineer. Discussion of the sewerage question was deferred until Wednesday evening, at 8.30, when a special meeting will be hold for the purpose. The Council then rose. ■
