Richards, K-.C, as the legal member of Lord'Min^to's Council. "The Times," 'commenting on the responsibility assumed; by Viscount Morley, Secretary' fpr India, in making the appointment, says that it is the" gravest act of State taken in India and expresses strong misgivings about making the departure unless Mr Sinha be given a Mohamedan coleague.
