By 322 to 157 Mr Ruaciinnn'a Education Bill was read a scond time. .Both sides were tacitly emancipatr ed from party discipline, and the voting was accordingly by personal im lmat on. Mr Asquith contended that the Nonconformists gained in substance what the Government was pledged to obtain, and the Ohutch the right of entry to County Council schools. The Churoh, moreover, might elect its own school and single school areas, not at the expanse of the rate's, but with the exchequer's liberal liberal assistance. Mr Asquitb men« tioned that Catholics m Scotland recognised contracting out. The average granc for each Catholic child there was 40s, compared With 50s under the present BiH. Subsequent speeches contained a continuous stream of criticism, or half-hearted commendation. Mr Balfour earlier emphasised that nobody regarded this compromise as a final settlement, ani nobody was prepared to defend it on its merits. Ho foresaw- strife.- Mr Asquith promised to accept amendments in committee . Toe majority included Mr Austin Chamberlain. Mr Lyttelton, Sir J. H. Kennaway, Sir Pbilip**Magnus, Sir William- K. An9oa and a score of other Unionists. The minority included 67 Nationalists, the bulk of the Labour Patty. Mr Balfour, Mr Wyiidbim, M.r iiong, Kignt Hon. Akera Douglas, Earl Percy, Lord Robert Cecil. Mr T. Lough, Mr Picbersgill.aod some other Unionists, and Mr J. H. Foxall. There were inanv abstentions. "Tlie Times," mentioning the growing mistrust and. exposition of the details of the Billl, declares that if peace is desired, the Government has no time to* Jose in announcing ainaidinanfcs. .
