He agrees with Lord Fisher on the question of speed, armament protection against submarines and the necessity of smokeless fuel, but goes much further in the direction of the complete transformation of dreadnoughts, whose day is over. Their chief defect is that they are not equipped against torpedoes and mines. The solution lies in a wide departure from tradition.
