PRECAUTIONS IN AFRICA. By Callc. — Press Association. — Copyright. (A. & N.Z.) CAPE TOWN, Nov. 5. The Government announces that it is reconstituting the Cost of Living Commission. The Government has fixed the retail price of sugar at 5d per lb, a rise of id, and has appointed a committee to fix the price each season based on the cost of production, also to control imports and exports, thus preventing dumping.
