M. PICHON PUZZLED.

Pichon that they were not surprised that the Peace Conference's Notes had not been received in Bucharest. They had sent 75 radiograms to M. Bratiano a fortnight ago, which were not delivered. The cause had not yet been explained. The War Minister controlling the wireless in Bucharest confirms the delegates'statement. M. Pichon confesses that he is puzzled, and is suspending judgment.
