The Warsaw correspondent of "The Times" reports that hard fighting continues by the German insurgents in Upper Silesia, but further outbreaks are unlikely. The promised arrival of Allied troops is having a calming effect. Public opinion is that speedy occupation is necessary to strengthen M. Paderewski's hands. Though declining to allow Polish troops, to be employed he is using every means to ensure that the Polish population shall not suffer illtreatment.
