Sept. 5, 12.5) SIMLA. Sept. 4. Lord Chelmsford (Viceroy of India) in opening the Legislative Council, said the final decision on the Turkish Peace terms was awaited with keen concern by the Moslems' fellow-religionists in India. The views of the latter had been placed with strong emphasis before the Imperial Government. Referring to the grave events that recently disturbed India, Lord Chelmsford said that no Government could deviate from the policy which it regarded as essential because of threats. Prompt measures had quelled the disorders. . Dealing with the treaty with Afghanistan, Lord Chelmsford said that India had no design on Afghanistan. She would give her friendship with pleasure if Afghanistan proved worthy of it, but India would not force herself upon her. He paid a tribute to the troops engaged in the Mesopotamian and Afghan campaigns. He foreshadowed a measure establishing stability of the rupee, and als,o dealing with labour and commercial m'atters, and industrial and educational development.
