Meanwhile German firms are endeavouring to find neutrals to take over their businesses. The crisis was precipitated by the refusal of the President to endorse Cabinet's decision 1o break oft' negotiations with Germany. Cabinet resigned and most of the Ministers left immediately for Tientsin. The President then relented, and endeavoured to persuade them to return to Peking, promising to do as they wished.
