General von Mackensen is advancing in Last Walla chi a. WORN OUT. JOFFRE'S INACTIVITY. CAUSES OF CRITICISM. Vailed Service. (Received December 11,12.25 p.m.) LONDON, December 10. French telegrams indicate that the criticism of General Joffre is due to the facl that he is worn out by 28 monllis of incessant strain, and is showing signs of inactivity. KING OF POLAND. AUSTRIAN GRAND DUKE. United Service. (Received December 11, 12.40 p.m.) PARIS, December 10. The "Matin" stales that the Grand Duke Charles Stephen will he proclaimed King of Poland, taking the title of Stephen 11.
