At the same time an application for affiliation by a new club, embracing the Pipiroa and Kopuarahi districts, was considered. Opposition to tho club system was countered by the claim that its benefits were not realised and that the idea that the strong clubs would be strengthened and the weaker ones weakened was welcomed as a solution to the problem confronting the union.
