AFTER the Government's resignation, Dr. Bruenmg is reconstructing the Cabinet. Germany's policy crisis is the aftermath of the desperate financial and economic position, and may have incalculable consequences. An emergency decree has been issued by President Hindenburg. This establishes rigid dictatorship ai;d suspends the constitutional rights of the nation, including the inviolability of personal freedom and free expression of thought ; through the Press. It imposes also a censorship on the Press, ' telephones and films.

LONDON, Wednesday. The News-Chronicle's Berlin correspondent states that the financial tension in Germany is most acute.
