Referring to the remarks of Mr Gibson, Federal Postmaster-General, on the subject of penny postage, Sir Joseph Ward said the fear Mr Gibson had expressed that a return to penny postage would mean a reduction of revenue, was not justified by the experience in England, Canada and New Zealand. In the last named country, he said, the general opinion was that penny postage would mean a loss in revenue, but within two years after its adoption, the revenue increased so much that it made up for any initial reduction. Similar conditions were experienced when re-introduced after its abolition as a war measure.
