BAD ADMINISTRATION BLAMED (Rec. 9.55 p.m.) LONDON, Feb. 28. On the resumption of the Riom trial M. Daladier, a former Prime Minister, declared that bad administration of the defence forces was one of the principal causes of France’s defeat. He was astonished to find 20 divisions massed behind the Maginot Line. Crack troops manned the Maginot Line, whereas less well trained men guarded the north frontier. The Defence Council several times opposed an extension of the Maginot Line to the sea. Tire French General Staff did not use all the equipment available. The day before the armistice the German captured 500 tanks at a depot. These tanks were now probably being used in Russia.
