CONFERENCE IN BERLIN MARKET DECLARED TO BE SOUND DISTURBING FACTORS V (United Press Assn.— Telegraph Copyright.) (Rec. 12.20 a.m.) Berlin, June 6. The international wool conference has opened. M. Maurice Dubrulle, in his presidential address, said the market might be considered sound because it had not suffered from any artificial manipulation. There were two disturbing factors influencing the- prices: firstly, the policy of certain countries in preventing the flow of. capital abroad had involved a suspension of the buying of raw materials, and when the prohibition was lifted buying was resumed on a large scale, raising values beyond a reasonable level; and secondly, countries whose monetary situation was being attacked were forced, in protection of their own interests, to convert their credits into goods, risking purchases in excess of normal requirements. It was a sign of the times that prices to-day were not determined by the ordinary economic law of supply and demand, but by other external impedimenta.
