NEW LONDON SYSTEM MEANS OF PREVENTING ACCIDENTS CONGESTED AREAS (British Official Wireless.) (Rec. 5.5 p.m.) Rugby, April 7. A system of safety zones for pedestrians as a means of preventing street accidents will be tested in London. Plans for the institution of special crossings in the most congested areas of the West End have been issued by the Transport Minister, Mr Oliver Stanley. Under the Road Traffic Bill, which will be debated in the House of Commons on Tuesday, the Minister is taking powers to require the institution of special crossings in the country generally and make regulations providing for the imposition of penalties on pedestrians who walk dangerously. The plans put forward are experimental, and local authorities in London have been invited to collaborate with the Ministerin testing them.
