TREATIES WITH FOREIGNERS. EARLY NEGOTIATIONS LIKELY. (British Official Wireless.) Rugby, October 9. Recognizing that in the near future the British Government would probably be called on to negotiate commercial treaties with foreign countries, the Federation of British Industries urges in a memorandum to the Board of Trade that the contemplated agreements should not be confined to tariffs. The whole system of international trade was so strained and dislocated that any negotiations designed to re-estab-lish the system must include discussion and agreement upon such matters as exchange restrictions, quotas, double taxation on foreign investments and a general trading policy, and that the examination of these problems should be on the broadest possible lines.
