PEACE IMPOSSIBLE
JAPAN’S ATTITUDE. THREAT TO CHINA. (United Press Assn.—By Telegraph—Copyright.) (Rec. 5.5 p.m.) Shanghai, December 12. The Japanese military in Manchuria report that it is impossible to restore peace in Manchuria or withdraw while Marshal Chang Hsueh-liang has ousted the Mukden Governor and maintains a military base at Chinchow, directing the military and political activities.
It is learned on good authority that the Japanese are considering the despatch of an additional one and a-half divisions of troops to Manchuria, hoping that this w'ill be a sufficient threat to compel the Marshal to abandon his Chinchow headquarters and withdraw his army beyond the Great Wall.
