VISCOUNT CECIL

SPEECH IN GERMAN PARLIAMENT.

STEPS TOWARDS DISARMAMENT.

Berlin, June 5

An audience including Cabinet members and foreign diplomats loudly cheered Viscount Cecil when addressing the-Reich-stag. He emphasized the fact that the two most important recent events in connection with disarmament were the Kellogg Pact and the British elections, which brought in a Parliament with an overwhelming majority in favour of the League of Nations and international disarmament. He expressed the opinion that a naval conference, attended by Britain, Japan, and America, would give a tremendous impulse towards disarmament. —Australian Press Association.
