PASSAGE OF THE DARDANELLES. BRITAIN MAY FORBID IT. (By Telegraph.—Press Assn.—Copyright). PARIS, January 23. (Received January 25, 115 p.m.). Le Matin foreshadows awkward consequences arising from France’s decision to hand General Wrangel’s warships to the Soviet Government. Rumania, fearing their arrival in the Black Sea, has communicated with Britain and France questioning whether the fleet is entitled to the passage of the Dardanelles.
