The rebels have overcome the j Red troops and reached within sixty kilo- ' metres of Tiflis. Reinforcements are being despatched from Moscow. OIL PROSPECTING LN SAGHALIEN. PEKIN, October 8. According to the Russian Soviet delegation the Sinclair Oil Company, an American corporation, has been granted rights of projecting and developing in the north half of Saghalien for five years.
