(Received March 29, 5.5 p.m.) Lillian Russell Moore, once famous as an actress who was appointed by President Harding to investigate immigration problems has submitted her report in which she suggests that a five year immigration holiday, or a system for selecting and sifting immigrants from abroad and that there should be a twenty one year’s residence in the United States in order to qualify for naturalisation.
