Received Feb. 12, at 11.10 pan. , Kiamil Pasha in upholding the programme of the Liberal Union, based on the maintenance of the Turkish Constitution, and the rights of. all classes and races, has introduced Cabinet changes, and thus frustrated an attempt towards a military dictatorship under Youssouf lyzebin, the latter representing the committee of the Union of Progress, whose influence is waning. Maziu Pasha, the new Minister of War, and a liberal minded statesman, has reorganised the Adrianople corps. Husni Pasha, the new Minister for Marine, was attached for some time to the British Navy.
