SAMOAN CONFERENCE

The Berlin correspondent of the Daily News asserts that the Marquis of Salisbury refused to allow the Australian colonies to send delegates to the Samoan Conference. Berlin, April 15. Count Herbert Bismarck and Dr Kranel will probably attend the Samoan Conference on behalf of Germany. The Conference commences its sittings on May Ist. Mr Sewell, who was formerly United States Consul at Apia, has been appointed disbursing officer to the Conference, but it is understood that his appointment has been made with a view to posting the American delegates on the Samoan Affairs. In an article on tho Conference the Kolnische Zeitung says the presence of Mr George Bates as a member of it lessons the chance of an amicable settlement of the difficulty, owing to his anti-German tendencies as displayed in articles written by him on the German conduct in Samoa. A telegram from Washington indicates that tho American' Commissioners have been directed to insist on the absolute autonomy of Samoa being established with a Native government.
