New York, February 16 The Herald states in reference to the Marshall Islands that the unam mons feeling is that_ the former German colonies should be used as colonies, not aa naval bases, as was Germany’s practice. The paper points out that the Islands offer few inducements to settlement, but afford a safe shelter for the largest fleet in the world. Under certain circumstances it would render them a menace to Australia. If Jap-n is not pi spared to accept the mandate regarding the tenure of tli© ißluiid, there must be rigid restrictions rewarding tbs utilisation as a naval * and coaling base for the Japanese fleet, or fleets of other countries. By such means only will Australia feel they constitute no menace to the peace or freedom of the seas.
