London, Feb 20 In the House of Commons, Mr Bonar Law was asked for the names of the plenipotentiaries who were actually empowered to agree on beof Britain to the peace terms, I j replied: The Premier, myselt, Mr Balfour, Mr Barnes and one representative of the Dominions, He also stated that the Government possessed a list of the chief culprits in connection with the ill-treatment of Britien prisoners, but he emphasised that action could only be taken in conjunction with the Allieo. INTERNATIONAL RIYEES. London, Feh 20 A communique from Paris states that the sub-committee on the ports, waterways and k raiiways met 011 and discussed two of the draft covenants on international rivers submitted by the Anglo-French delegates. The principles embodied therein appeared to he acceptable to all nations interested. It was agreed that a revised draft he drawn up by a drafting committee, consisting delegates from Britain, France and Belgium.

REPATRIATION.

Paris, Feb 20 Ifc is understood that the Repatriation Commission lias decided to anticipate any question in regard to delay in arriving at a decision by referring back to a Council of ten, asking their conception of what reparation is in regard to original references to reparation in armistice terms. It is known that the American and French conceptions are moomnatibla; while British views approach nearer to the French ideals.
