ENDEAVOUR TO ARRANGE WITH RUSSIA. Amsterdam, Feb. 21. It is reported from Berlin that Kuhlruann has begun a consultation witli the Central Powers regarding the final terms of a Russian peace with a view to the Bolsheviks’ nucouditonal surrender,. Meanwhile the German advance has £been continued in order to enforce an early definite statement.
