Amsterdam, Feb. 21. Dr von Seidler, in the Reichstratli, said: The Ukraine is convulsed with civil war and the whole of Russia is in a state ;of anarchy. Chaos is everywhere and is constantly extending. Every man’s hand is against his fellow. All prophecies of the transports of foodstuffs *re futile.
