Mr Churchill, in reply to Mr Allen Baker, concerning British and German shipbuilding programmes, said the tonnage displacements of all British battleships were considerably below those of almost all of the latest being constructed abroad. The Admiralty, he said, was willing to join in an agreement limiting the size of capital ships.
