At the Putumayo inquiry Mr Barnes, who visited Putumayo on behalf of the British Amazon Company, stated that the system of forced labour was indistinguishable from slavery. He agreed that some local managers were murderers, bandits and pirates, and were criminally culpable, but he would not say the same of the British directors, though they ought to have known the condition of affairs.
