REPLY TO HERTZOG ATTITUDE OF BRITAIN (Rec. July 10, 11.40 a.m.) LONDON, July 9. The Dominions Secretary, Mr. Malcolm Macdonald, to-day replied to questions concerning the statements made on Tuesday by the Prime Minister of Soutli Africa, General J. B. Hertzog, who expressed disappointment over the failure of the British Government to transfer the South African Protectorates to the Union Government

Mr. Macdonald said that there was no agreement to transfer the territories within a specified time. “I explained to General Hertzog on his recent visit that the situation had not altered,” said Mr. Macdonald. “The Government adheres to the 1935 agreement not to transfer the territories till the populations have been consulted. I hope the matter can be solved by friendly co-operation between England and South Africa.
