''The expressed opinion of the previous Government, the Main Highways Board, and the present Government, through Hie Minister of. Public Works, the lion. E. Scruple, that the system, of riding finance in counties is out of date, lias borne fruit and all of the counties in the district have, passed the necessary resolution bv special order to the effect that sections 121 and 131 of the Counties Act. 1920. shall not apply," said the chairman of the. Cook County Council, Cr. Charles Matthews, in his annual report to-day to the council. •'A bill has. been brought forward by the Minister of Internal Affairs with a view to the amalgamation of local bodies, the intention being that unnecessary overlapping of control may be eliminated. A committee of your council has been set up to consider it. and a report will be brought before you at an early date."
