Obviously it is impossible for the Chinese Government to control these irresponsible persons, but each new outrage' adds to the danger of a conflagration. Japanese marines at present virtually occupy the Ilongkew area of the international sell lenient. They also are patrolling Chinese territory ' outside, despite Chinese protests, on the ground that they are justified in acting thus to protect Japanese nationals.
