QUESTION TESTED A. ?. HERBERT’S SUIT FAILS (Received Doe. Ifi, 2 p.m.) LONDON, Dec. 14. Proceeding not as a humorist, but ,as a citizen desirous of testing an important question, A. P. Herbert sought summonses against rho Kitchen 'Committee for the alleged illegal sale of drinks in the House of Commons. Sir Kollo Graham refused (lie summonses and the King’s Bench upheld the refusal. Lord Hewart ruling that the Licensing Act. was not applicable in the House of Commons. Costs were refused, Lord Ilowart hinting that the Kitchen Committee funds might be employed.
