NAVAL DISCUSSIONS JAPANESE ADAMANT (Elec. Tel. Copyright—United Press Assn.) (Received Dec. 14, noon.) LONDON, Dec. 13. ’ 'The 'Sun-llerald News Service says hat all hope of an agreement on the main issues of the naval discussions has been virtually abandoned.
