CENTRAL BANK ISSUE UNREDEEMED PROM ISE .VO MOTION NOT ALLOWED (For Press Association.) WELLINGTON, this day. A further attempt to move an adjournment of the House in consequence of the dissatisfaction over the failure to amend the Reserve Rank of Now Zealand Bill in the Legislative Council was made when the House of Representatives met this morning.
The Speaker announced that he had received a request from Air. P. Fraser (Lab., Wellington C.) to move an adjournment of the House for the purpose of discussing the failure of the Minister of Finance to implement his promise to have amended the clause dealing with the appointment of the governor and deputy governor of the Reserve Bank. .Sir Charles Slatham said he would have to rule the motion out of order, because it related to a matter already discussed by the House. He pointed out, further, that it related to a matter arising out of legislation passed by the House during the current session, and, also, that it was not competent to discuss legislation on a motion to adjourn. Ho quoted May on these points. Mr. Frasor, rising to a point of order, submitted that his motion related to an entirely new matter. In his opinion, the discussion would be on the following lines: (1) Was a promise made, and what was the nature of the promise? (2) Neither the merits of the clause nor possible amendments would bo discussed. (3) Was the promise fulfilled? (4) The reasons why it was not fulfilled. (5) The sincerity and good faith of the efforts to secure an amendment. (6) Whether the Minister had exhausted all the means available to the Government to enable him to keep bis promise. Sir Charles Statham announced that he adhered to his ruling.
