On the fulfilment of this condition, the Government of the United Kingdom will be asked to assume general responsibility for the finances until such time as Newfoundland becomes self-supporting. The ‘ report described Newfoundland V burden of public debt as “wholly beyond the country’s capacity,” and stated that it was essential that it should be lightened if the country was to be saved from the “imminent peril of financial collupse. ” The report added: “The financial difficulties are largely duo to reckless waste and extravagance, and to tho absence of constructive and efficient administration engendered by a political system which, for a generation, has been abused .and exploited for personal or party ends.”
