SCHLEICHER’S CABINET VON PAPEN DISPLACED NEW CHANCELLOR’S POLICY (Eloc. Tel. Copyright—United Press Assn.) (Received Dec. 5, 11 a,in.) BERLIN, Dec. 3. The newspapers view llerr von Papen’s supersession with satisfaction. The Berliner Tagebiatt declares that the appointment puts at the helm a mail who shows the will to learn from the wretched experiences of recent months. The Vorwaerts says that the Socialists will continue to figiit the von Papen programme. The fall of von Papen is an encouraging initial success. The new Cabinet will consist of the following : Chancellor and Defence Minister, General von Schleicher, who will thus control the army in tho event of forcible opposition. Foreign Affairs, Baron von Neurath. Minister for the Interior, Herr Bracht. Minister for Finance, Herr von Krosick Lutz. Minister for Justice, Herr Guertner. Minister for Traffic and Post Offices,. Herr von Ruebenach. Minister of Economics, Professor Warmbold. Minister of Agriculture, Herr von Braun. The new Chancellor, General von Schleicher, comes of soldier stock, but there is no indication that he is a militarist junker. On the contrary, be is courteous, and is credited with a reasonable spirit. His policy is directed at combating unemployment by improving trade. He has sought the views of trade unions, and has shown no disposition to flout the Reichstag. When the Reichstag meets on Tuesday, it is expected that the Chancellor will ask the Speaker to agree to an adjournment to enable an opportunity to negotiate with the parties. The President, Marshal von Hindenburg, in a letter to Captain von Papen, says lie parts with him with a heavy heart, but his confidence is unshaken. He will never forget their period of cooperation.
