Mr. Ramsay MacDonald, Mr. Stanley Baldwin, Mr. Neville Chamberlain, and Sir John Simon represented the Cabinet at No. 10 Downing Street to settle the terms of the new note to Washington. Mr. Walter Runciman was unable to be present. No decision lias yet been taken regarding payment or non-payment. Lhe effect of the note on American opinion will be first ascertained, the intentions oi' the Government being communicated to tlie leaders ot tho Opposition, namely, Mr. George Lausbuvy and Sir Herbert Samuel. As the situation is regarded as of great delicacy, continuity of policy is essential, if possible. THE FRENCH ATTITUDE WAITING BRITISH LEAD (Received November 28, 3 p',m.) PARIS, Nov. 27.
