SOVIET’S HARSH DECREE
VIRTUAL STARVATION KEEPING WORKERS ENGAGED (Received Nov. 28, 2 p.m.) RIGA, Nov. 27. In order to check the drift oi workers who are seeking better conditions, the Soviet has issued a decree affecting all industrial areas, the inhumanity of which is unparalleled since the antiKuhik drive in 1929. It insists on Hie dismissal and forfeiture of food cards for unauthorised absence from a factory for a single day, and immediate eviction from dwellings, regardless of the season without providing for oflior dwellings or means of transport. Offenders cannot be reemployed for six months: consequently starvation is certain in the event ot a full enforcement- of tlie decree, which already is operative in Moscow and Donetz, affecting hundreds.
The I’ravda warns factory managers against leniency to workers. The Trad states that unions, are forbidden to bet]) dismissed employees.
