LONDON, Nov, 23 The Times’ correspondent at Tokio savs the newspaper Nicri, denouncing Ottawa as the strangulation of the opendoor principle, declares that the world hitherto has been silent about Britain s possession of one-fifth of the earth only because she maintained an open door and administered her territories lor the welfare of the inhabitants, and not the Empire. The world is now driven to ask why Britain should occupy so vast an area.
